The Deputy Fiscal Officer/HR Assistant assists the library's Fiscal Officer in coordinating the Library's financial operations which includes payroll, purchasing, accounts payable, receipts and developing and maintaining a system of internal controls.
The Deputy Fiscal Officer/HR Assistant will post vacancies as directed, schedule and attend interviews, prepare paperwork for payroll and benefits.

Summary:
Manages accounts payable functions, including processing purchase orders, paying invoices and maintaining accounts payable files Reconciles daily deposits with point of sale software and posts receipts Maintains and updates the assets inventory records for all locations Assists in the preparation of the biweekly payroll, including time cards Responsible for details associated with filling vacant positions, maintaining files of current job applications, answering inquiries concerning employment opportunities, updating job descriptions, post vacancies, schedule interviews, conducts interviews, and notifies candidates.
Assist in developing onboarding and retention strategies and procedures to attract, hire, and retain personnel Prepare new employee orientation materials and conduct employee onboarding Recommends updates to Human Resources forms, policies and procedures Recommends updates to financial policies and procedures Assists in the library's records retention maintenance and destruction system Assists in the preparation and management of the budget Assists with the implementation of annual insurance renewals and benefits administration Performs administrative assistant duties for the Board of Trustees meetings Assists with presentation of financial reports and data to Board of Trustees, Friends of the library and staff members Serves as Credit Card Compliance Officer for the Board of Trustees Manages Friends of the Pickerington Public Library reimbursement requests and the friends merchandise inventory records Responds to questions from internal and external customers regarding payroll, revenue, expenditures, OPERS and contracts Provides budget reports to Managers and Director Assists with the maintenance of personnel files Participate and assist with tactical plan projects and special projects Attend annual Fiscal Officer and Human Resource trainings Oversees the financial operations of the library system in the absence of the Fiscal Officer Demonstrates understanding of basic library routines and adheres to library policies and procedures Assists in the biennium audit Runs errands as required, including bank deposits Checks and quickly responds to e-mails Performs other duties as assigned
Qualifications:
Formal education in accounting, business, finance or human resources - associate degree or bachelors' degree or an equivalent combination of education, training, and experience Knowledge of the practices and principles of government accounting, payroll, purchasing, budgeting, financial transactions, and human resources Proficient with computers including word processing, spreadsheet programs and outlook Experience with UAN (Uniform Accounting Network) system preferred Maintains professional, businesslike behavior and appearance Demonstrated commitment to serving library customers and residents of the community Must be able to be bonded by the Library's bonding company Must have a valid Driver's License, maintain insurability under the library's insurance and successfully pass a background check Physical Demands:
While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to finger, handle or feel objects, tools or controls.
The employee is frequently required to reach with hands and arms; balance, stoop, kneel, crouch or crawl; and talk and hear.
The employee shall occasionally lift up to 25 pounds.
Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
